Section 12
(1)
It is the duty of a licensed operator to provide port services and facilities specified in its licence to such extent as is necessary

for the licensed operator to meet the performance standards determined by the port authority under section 8.
(2)
A licensed operator shall have due regard to the efficiency, economy and safety of operation in respect of the services and facilities provided by it.
