Applications for licences, which shall be in the form set out in the First Schedule to these Regulations, shall be made to the Commissioner giving the particulars set out in the

Second Schedule to these Regulations not later than the first day of the month preceding that in which it is proposed to commence the collections:

Provided that the Commissioner may reduce the period of notice if satisfied that there are special reasons for so doing.
