Section 5
Every promoter of a collection shall exercise all due diligence –
(a)
to secure that persons authorised to act as chief collector or collectors for the purposes of the collection are fit and proper persons; and
(b)
to secure compliance with the provisions of these Regulations on the part of persons so authorised.
