Section 15

Any person who has made a deposit under section 11, and who subsequently does not proceed with the construction of the buildings on the cancellation of the approval of the building plan granted by a local authority, may notify the Director of Lands and

Surveys who may in his discretion direct the local authority to refund the deposit or such part thereof as the Director of Lands and Surveys may determine.
