Section 17
—
(1)
Any duly authorized officer who seeks to exercise any of the powers conferred upon a local authority by this Ordinance shall declare his office and produce such identification card as may be issued to him by the local authority.

(2)
It shall not be an offence for any person to refuse to comply with any request, demand or order made by any such officer acting or purporting to act under this Ordinance if the officer refuses to declare his office and to produce his identification card, on demand being made therefor by that person.
