The Minister may, upon recommendation of the Council, by order publish in the Gazette, exempt, subject to such terms and conditions as may be deemed fit to impose, any person or class of persons or any biological resources or traditional knowledge associated with biological resources, including any use of a biological resource from all or any of the provisions of this

Enactment.
