Section 7
The following persons are disqualified from being appointed or, if appointed, remaining as members of the Council—
(a)
a person who is of unsound mind or is otherwise incapable of performing his duties or managing his affairs;
(b)
a person who has been convicted of any offence involving fraud, dishonesty or moral turpitude; and
(c)
a bankrupt.
