Section 4A
The State Water Authority shall have power to enter into any agreement with any water supply services contractor authorizing the contractor to do all or any of the following matters:

(a)
to construct, manage, inspect, operate or maintain any water supply system;
(b)
to provide water supply services;
(c)
to do such other matters as may be necessary.
