Section 64

(1)

A Tribunal shall not direct the payment of any benefit to a self-employed insured person unless he has made a claim for such benefit in accordance with this Act or any regulations made under this Act.

(2)

Notwithstanding subsection (1), the Tribunal may direct the payment of the benefit if the Tribunal is satisfied that there was reasonable excuse for not making a claim for the benefit in compliance with this Act or any regulations made under this Act.
