(2)
On receiving the notice of appeal the Chairman of the
Appeal Board or, in his absence, the member delegated by him so to do shall cause the Board to prepare and send to the Appeal
Board—
(a)
the records or a summary of the records of the proceedings of the Board; and
(b)
the grounds of the decision of the Board, on the matter appealed against.
(3)
On receiving the records or a summary of the records and the grounds of the decision of the Board, the Chairman of the
Appeal Board shall convene a sitting of the Appeal Board to hear the appeal.

(4)
An opportunity to be heard either personally or by counsel shall be given by the Appeal Board to an appellant.
(5)
The Appeal Board after hearing the appeal may confirm, reverse or vary the decision of the Board.
(6)
The decision of the Appeal Board shall be final.
(7)
The Board shall forthwith give effect to an order made by the Appeal Board.
