The Yang di-Pertuan Agong may, on the advice of the Minister, by order published in the Gazette—
(a)
exempt any University or University College from any provisions of this Act or the First and Second Schedules; or
(b)
vary any provisions of the First and Second Schedules in their application to any University or University College.
