(2)
A committee shall consist of two or more persons who are members of the Board or any other person as the Board deems fit.
(3)
The procedure and functions of any committee appointed under subsection (1) shall be determined by the Board.
(4)
The Board may, in writing, delegate to the committee any of its functions other than those which the Minister may by rules expressly require to be performed by the Board.
