These Regulations shall come into operation on 3 May 2010.

Interpretation

to establish a forum which shall determine the direction of the development of the co-operative societies movement;

to coordinate and to enhance the cooperation between the Federal Government and the State Governments in developing the co-operative societies movement;

to act as a forum for discussing matters pertaining to the development of the co-operative societies movement;

to consider and to endorse any suggestion for the improvement to any policy in relation to co-operative societies;

to establish cooperation amongst parties involved in the development of co-operative societies;

to strengthen the co-operative societies movement by encouraging network, sharing of information, expertise and experiences between parties having interest in the co-operative societies sector;

to consider and propose programmes in the training, skills and education of the co-operative societies towards enhancing co-operative societies business and entrepreneurship through the understanding and appreciation of the co-operative societies principles and philosophy;

to perform other functions as consented by the Chairman;

and

to establish such committee as it considers necessary or expedient to assist in any matter in relation to the development of co-operative.

Minister as the Chairman;

Deputy Minister of a Ministry charged with the responsibility for the development of co-operative society as the Deputy

Chairman;

Members of the Meeting Council or State representatives charged with the responsibility for the development of co-operative societies or any person appointed by the

Minister to represent any state or his representative;

the Secretary General of a Ministry charged with the responsibility for co-operative development or his representative;

the Executive Chairman of the Malaysian Co-operative

Societies Commission or his representative;

the Director General of the Malaysian Co-operative

Institute or his representative;

the President of the National Co-operative Societies

Organisation of Malaysia (ANGKASA) or his representative;

the Chairman of Bank Kerjasama Rakyat Malaysia Berhad or his representative;

not more than nine representatives from co-operative societies appointed by the Minister; and

not more than five persons who, in the opinion of the

Minister, may assist the Council or the development of the co-operative movement, appointed by the Minister.

The Chairman shall establish a secretariat to assist the

Council in performing its functions under these Regulations.

The Chairman shall appoint such number of officers to be a secretariat as may be necessary from amongst officers of a Ministry charged with the responsibility for co-operative development or officers and employees of the Commission or combination from both.

The Chairman of the Council may at any time revoke the appointment of any member of the Council appointed under paragraphs 5(c), (i) and (j) without providing any reason for the revocation.

A member of the Council may at any time tender his resignation by giving a written notice to the Chairman.

Committee 6a. The Council may establish any committee which is deemed necessary or expedient to assist the Council in exercising its function under these Regulations.

in relation to any member of the Council appointed under paragraphs 5(c), (i) and (j)—

he dies;

involving fraud, infidelity or immoral act;

under any law involving corruption; or

punishable with imprisonment, either imprisonment only, or in addition to a fine, or as a substitute to a fine, not exceeding two years;

a member’s appointment is revoked by the Minister;

or

his resignation is accepted by the Minister.

Notwithstanding subregulation (1), the allowance for the members of the Council who are the public officers shall subject to the service circular issued by the Government from time to time.

Disclosure of interest under subregulation (1) shall be recorded in the minutes or the notes of proceedings and the

Council shall determine whether the member may participate in the proceedings of the meeting, or otherwise.

If, under any circumstances, the Chairman is unable to perform his duties, he shall appoint any member of the Council to perform the duties of the Chairman in his absence.

Half of the total number of members of the Council present in any of the meetings shall form a quorum.

Every member of the Council present shall have the right to one vote.

All decisions at a meeting of the Council shall be made by a simple majority of votes of all members of the Council present and if there is an equality of votes, the Chairman shall have a casting vote in addition to his deliberative vote.

Subject to these Regulations, the Council may regulate its own meeting procedure.

Any other person referred to in subregulation (1) may be paid such allowances or other expenses as may be determined by the Council.
