Subsection 27d(1) of the principal Act is amended—

(a)
by substituting for the word “Where” the words “Subject to subsection (2), where”;
(b)
in paragraph (b), by deleting the word “or” appearing at the end of the paragraph;
(c)
in paragraph (c), by substituting for the comma the word
“; or”; and
(d)
by inserting after paragraph (c) the following paragraph:
“(d) a person who has been granted a licence to which the licensing scheme applies,”.
