Section 17
The Director General may refuse to proceed with an application for a licence to operate or provide, or may require that the application be appropriately amended or completed and resubmitted or that a fresh application be submitted in its place if—

(a)
the application form as prescribed is not duly completed by reason of any omission or misdescription;
(b)
the application form contains an error or alteration; or
(c)
the application does not comply with any other prescribed requirement.
