A network facilities provider shall take all reasonable efforts to enter into an agreement with a public utility that makes provision for the manner in which the provider will engage in an activity that is—
agreement
“agreement” means an agreement, whether formal or informal, oral or written, express or implied;
covered by this Chapter; and
likely to affect the operations of the utility.
A network facilities provider shall comply with an agreement in force under subsection(1).
