Section 17
(1)
Except as provided in this Act, the Director General or any of his officer, whether during his tenure of office or during his employment or after that, and any other person who has by any means access to any information or document relating to the affairs of the Programme, shall not give or otherwise disclose such information or document relating to the affairs of the Programme, shall not give or otherwise disclose such information or document to any person.

(2)
Any person who contravenes subsection (1) commits an offence and shall, on conviction, be punished with imprisonment for a term not exceeding twenty years.
