Use for public non-commercial purpose

Section 24
(a)
the act is done for a public non-commercial purpose; and
(b)
the act is authorized in writing by the Minister.
(2)
An authorization referred to in subsection (1) may be given before or after the act in respect of which it is given has been done.
(3)
A right holder aggrieved by a decision of the Minister under subsection (1) may appeal to the High Court.
(4)
The decision of the High Court on an appeal under subsection
(3)
shall be final.
