Section 171

If a serviceman thinks himself wronged in any matter by his commanding officer, either by reason of redress not being given to his satisfaction on a complaint under the foregoing subsection or for any other reason, he may make a complaint with respect thereto to any superior officer under whom the complainant is for the time being serving.

It shall be the duty of a commanding or other officer to have any complaint received by him under this section investigated as soon as practicable and to take any steps for redressing the matter complained of which appear to him to be necessary.
