(2)
No person shall carry any nuclear material in transit through Malaysia to its intended destination outside Malaysia unless such person―
(a)
furnishes such financial security as may be required by the Board; and
(b)
furnishes proof to the satisfaction of the Board that he authorized by the country from which the nuclear material is being carried out of so to do.
