Section 73
(1)
Every vessel lying alongside a wharf or within any dock shall be kept so equipped, provided and loaded or ballasted by the master or owner as to enable it to be removed with safety whenever it is necessary in the judgment of the wharf superintendent that it shall be removed.
(2)
The master or owner of a vessel who contravenes subsection
(1)
shall be guilty of an offence and shall, on conviction, be liable to a fine not exceeding *two thousand ringgit.
