Section 45
The Minister may, by order or by regulations made under this
Act, exempt from any of the provisions of this Act or the regulations made thereunder:
(a)
dangerous drugs in respect of which—
(i)
the Secretary General of the United Nations
Organization shall have communicated to the parties to the Single Convention under article 3 of the said
Convention a decision of the Commission; or
(ii)
the Minister shall have decided that such dangerous drugs cannot give rise to the drug habit on account of the medicaments with which the said dangerous drugs are compounded; or
(b)
any hospital, infirmary, dispensary wholly or mainly maintained by a public authority out of public funds or such like institutions as he may approve from time to time.
