(2)
The publication of such list shall be prima facie evidence of the particulars contained therein.
(3)
The absence of the name of any person from such list shall be prima facie evidence that such person has not been issued with an annual practising certificate and is not authorized to practise as a registered person.
(4)
A certificate under the hand of the Registrar of the particulars appearing in the Register in respect of any person shall be conclusive evidence of such particulars.
