Section 51
(1)
The Organization may, with the consent of the Minister of
Finance, borrow any money required by the Organization for meeting any of its obligations or performing any of its functions at such rate of interest and for such period and upon such terms and conditions as to the time and method of repayment and otherwise as the Minister may approve.

(2)
No moneys from any fund administered by the Organization under any other written law may be utilized for the purpose of borrowing under subsection (1).
