Section 16
(1)
No marine scientific research may be conducted in the exclusive economic zone or on the continental shelf without the express consent of and subject to conditions imposed by the
Government.

(2)
Subject to section 17, the Government shall give its consent where the marine scientific research would be carried out by any
State or competent international organization for peaceful purposes and to increase scientific knowledge of the marine environment.
