Any person who—

Section 28
(a)
wilfully obstructs any authorized officer in the exercise of any of the powers conferred on him by this Act or any applicable written law;
(b)
fails to comply with any lawful order or requirement under this Act or such written law; or
(c)
fails to comply with any of the provisions of this Act or such written law for which no punishment is provided for failure to comply therewith, shall be guilty of an offence.
