Section 43A
(1)
Where it appears that it is impracticable for any reason to serve a notice or document required or authorized to be served on or given or sent to an owner or hirer in accordance with section 43, a court of a Magistrate may, on application by an owner or hirer, as the case may be, make an order for substituted service of the notice or document.
(2)
An application for an order for substituted service must be made by notice supported by an affidavit stating the facts on which the application is founded.
(3)
Substituted service of the notice or document is effected by taking such steps as the court may direct to bring the notice or document to the attention of the person to be served.
