Section 15

Notwithstanding anything to the contrary in these Rules, any person aggrieved by the decision of the Controller in the exercise of his power under rules 3 (2), 4 (3), 8 (2), 12 (2), 13 (3) and 14 may within fourteen days after having been notified of the decision of the Controller appeal against such decision to the Minister, and the decision of the Minister made thereon shall be final and shall not be questioned in any court.
