Refusal to allow passage of water

Section 19

Any owner or occupier or other person who refuses to allow the passage of irrigation water over his land or who obstructs such passage shall be liable to imprisonment for a period not exceeding three months or to a fine not exceeding one hundred and fifty ringgit or both.
