Section 28A
In this Part, unless the context otherwise requires—
of Labuan Financial Services Authority Act 1996
“authority” means any authority vested with supervisory and regulatory or enforcement powers situated within or outside
Malaysia;
“criminal offence” means any offence under—

(a)
any law in Malaysia relating to offshore financial services;
(b)
the Penal Code;
(c)
the Dangerous Drugs Act 1952 [Act 234];
(d)
the Dangerous Drugs (Forfeiture of Property) Act 1988
[Act 340];
(e)
the Kidnapping Act 1961 [Act 365]; or
(f)
any other written law in Malaysia that is punishable with imprisonment;
“domestic law enforcement agency” includes a body or agency that is for the time being responsible in Malaysia for the enforcement of laws relating to the prevention, detection and investigation of any criminal offence;
“home supervisory authority” means any relevant authority or body in Malaysia or of any other country which exercises supervisory functions over the operations of offshore financial institutions;
“licensed offshore bank” has the meaning assigned to it in the
Offshore Banking Act 1990;
“police officer” means any member of the Royal Malaysia Police as defined in the Police Act 1967 [Act 344];
“property” means—
(a)
assets of every kind, whether corporeal or incorporeal, moveable or immoveable, tangible or intangible, however acquired; and
(b)
legal documents or instruments in any form evidencing title to or interest in the assets referred to in paragraph (a), including bank cheques, money orders, shares, securities, bonds, drafts and letters of credit.
