Section 151
shall be applied in the order following—
(a)
in payment of any rents, taxes, rates and other fees due to the Government;

(b)
in payment of the expenses and costs of, and incidental to, the notices, summonses and sale;
(c)
in payment of the moneys which may then be due or owing to the chargee;
(d)
in payment of subsequent charges, if any, in order of their priority and the surplus, if any, shall be paid to the chargor.
