The Registrar may, by special case, submit for the decision of the *Federal Court any question arising under this Part which the

State Attorney-General has, by certificate under his hand, certified as appearing to him to require such a decision, and the *Federal Court shall give its judgment thereon as if the question had been raised in due form upon an appeal from a decision in the High Court.
