Section 5
Subject to Article 111(2) of the Federal Constitution and this Ordinance, the Government may, in such manner and subject to such terms and conditions as may be approved by the Majlis
Mesyuarat Kerajaan Negeri, borrow such sum, as may be determined by the Majlis, from any bank or financial source outside the State as may be approved by the federal Government.
