Section 7

All agreements relating to any borrowings or loans or loan facilities made under this Part and the issue of any bonds or securities hereunder shall be approved by the Majlis Mesyuarat Kerajaan Negeri and signed by the Minister or the State Financial Secretary or any other public officer duly authorized by the Minister.
