Section 23M

Notwithstanding section 23L, the Director General or any officer authorized by the Director General may, if he thinks fit, at any time direct that any cocoa or the proceeds of sale of any cocoa, or any conveyance, machinery, contrivance, equipment, book, record, document or other article seized under this Part be released to the person from whose possession, custody or control the cocoa, conveyance, machinery, contrivance, equipment, book, record, document or other article was seized.
