Section 5
(1)
Any person who contravenes or fails to comply with any of these regulations shall be guilty of an offence against these regulations.
(2)
Any person guilty of an offence against any of these regulations shall be liable on conviction to a fine of one thousand dollars and to imprisonment for one month.
