any provision of this Ordinance or any regulations made hereunder, where no specific penalty is stipulated; or

any order made by the Controller pursuant to this

Ordinance; or

any direction given by the Controller or a Chief Park

Warden, shall be guilty of an offence: Penalty, a fine of five thousand ringgit or imprisonment for one year or both fine and imprisonment.
