Procedure at meetings

Section 8
(1)
The Chairman shall preside at all meetings of the Council.
(2)
If the Chairman is absent from any meeting of the Council, he may appoint the Deputy Chairman or, in the absence of the Deputy
Chairman, any other member of the Council, to replace him as the chairman of the meeting.
(3)
The quorum of the Council shall be five.
