Section 57

Pending the decision by the Controller on the application for a licence made under subsection (1), the applicant shall be deemed to be licensed under this Act and no action shall be taken against him for engaging in the manufacture of optical discs without a licence.

Where a licence is granted by the Controller under section 7 pursuant to an application made under subsection (1), the applicant shall within six months from the date the licence is granted take the necessary action to comply with the conditions imposed on the licence.

Where a licence is not granted by the Controller under section 7, the applicant referred to in subsection (2) shall cease to be deemed to be licensed under that subsection from the date he is notified of the decision of the Controller or, if there is an appeal under section 18, the date of the decision of the Minister on that appeal.
