Proceedings of the Board
(2)
In the absence of the Chairman at a meeting of the Board, the members present shall elect one of themselves to preside at the meeting.
(3)
The Chairman or other member presiding at a meeting of the
Board shall have a deliberative vote and, if upon any question the votes are equally divided, a casting vote.
(4)
The Board shall meet at such places and times as the Chairman may appoint; and at a meeting of the Board seven members including the Chairman or other member presiding shall form a quorum.
(5)
The Board may invite any person to attend any of its meetings but the person shall have no right to vote at the meeting.
(6)
Subject to this section, the Board may regulate its own procedure.
