Section 3
—
(1)
No person shall promote and solicit any collection from the public or any class of the public except for a public purpose and under and in accordance with the terms and conditions of a licence issued by the Licensing Officer under this Ordinance.
(2)
In this section, a purpose shall be deemed a “public purpose” if—
(a)
it is a charitable purpose;
(b)
it is intended to benefit the public or any community or a section of the public; or
(c)
the Majlis Mesyuarat Kerajaan Negeri has declared it to be a public purpose for the purposes of this Ordinance.
