Responsibility of Minister in relation to borrowing and debt management
of Public Finance and Fiscal Responsibility Act 2023

Section 19
(1)
The Minister shall, before the commencement of a financial year, prepare a borrowing programme to finance expenditure for the purposes specified in the First Schedule of the Development
Funds Act 1966 and to repay the maturing debt for that financial year.
(2)
The Minister may revise the borrowing programmes as he may deem necessary.
(3)
The Minister shall, at all times, monitor borrowing, debt service charges and total debt.
(b)
to promote the development and efficient function of the domestic financial market; and
