(1)
If a local authority refuses to grant a licence under section 74, it shall forthwith give notice to the applicant of its decision.
(2)
A local authority which has given to any person such a notice as aforesaid shall, if so required by such person within fourteen days from the date of its decision, give to him, not later than seventy-two hours after receiving the requirement, a statement of the grounds on which its refusal was based.
(3)
A person aggrieved by the refusal of a local authority to grant a licence under section 74, may within fourteen days of the receipt by him of the grounds of refusal, appeal to the Minister whose decision shall be final.
