Section 4

(1)
The Regional Registrar shall, within such period after the expiration of every year as may from time to time be prescribed, compile a summary of the births and deaths of the past year.
(2)
The Regional Registrar shall also at the same time compile a general report on the increase or decrease of the population, and on any special cause appearing to affect the same as far as the same can be assumed from the Registrars’ returns.
