Section 19

(1)
The Chief Ombudsman may, if he thinks necessary, upon deciding that a complaint has merits and that further investigation needs to be carried out, appoint an Investigation Committee to investigate the complaint.
(2)
The Chief Ombudsman may appoint any relevant persons to be member of such Investigation Committee to assist in the investigation of such complaint.
