Section 5
—
(1)
The Council shall appoint a General Manager who shall be responsible for the administration of its affairs, the control and supervision of the staff and the implementation and execution of decisions and directions of the Council.
(2)
The General Manager shall also be the Secretary to the
Council who shall:
(a)
keep and have custody of proper records of all proceedings of the Council and any committee established under section 7(m), and have possession of the common seal.
(b)
keep and have custody of proper records of all proceedings and deliberations of the Advisory Panel and forward or submit all its reports, advice and recommendations to the Council.
