Hybrid Bills
of State Legislative Assembly Standing Orders
(1)
Where a Public Bill has been ordered to be read a second time and the Speaker is of the opinion that the Bill appears to affect prejudicially individual rights or interests (referred to in these Standing Orders as “a hybrid Bill’), the Bill shall, after being read a second time, be referred to a Select Committee before which any affected party who has presented a Petition to the Assembly under the provisions of Standing Order No. 18 (Petitions) may be heard upon that petition, either in person or by Counsel.

In the consideration of the Bill the Select Committee shall proceed in accordance with the provisions of paragraphs (4) and (5) of Standing Order No. 81 (Private
Bills).
