(1)
The Council or a Local Authority in the area within its jurisdiction may, for any purpose arising in relation to the making of a draft scheme or the enforcement or carrying out of an approved scheme, by notice in writing require the owner or occupier of any land or building in the area to which such scheme relates or is intended to relate or any person receiving, whether for himself or for another, rent out of any such land or building to state in writing and deliver or forward by registered post to the Council or Local Authority, as the case may be, within a specified time not less than twenty-eight days after being so required, particulars of the interest or right by virtue of which he owns or occupies such land or building or receives such rent (as the case may be), and the name and address, and the interest or right (so far as known to him) of every person who to his knowledge has any interest in or right over or in respect of such land or building.
(2)
Every person required to make and deliver a statement under this section who shall wilfully make any false statement, or fail or refuse to make such a statement, shall be guilty of an offence and shall be liable, on conviction, to a penalty of not exceeding ten thousand ringgit.
