Section 5

The Council may with the approval of the Yang di-Pertua Negeri make

regulations† for regulating generally the procedure to be followed in connection with the preparation of draft schemes and the several matters and things mentioned in the Second

Schedule.

Any such regulations may provide that the breach or contravention of any regulation is an offence against such regulations and may provide as a penalty for any such offence a fine not exceeding five thousand ringgit.
