Section 4C
(1)
The Director shall, upon the direction of the Council, prepare a draft structure plan for the whole State of Sabah for the Minister to submit to the State Cabinet.
(2)
The draft structure plan shall be a written statement –
(a)
formulating the strategic policy for the purpose of determining the general directions and trends of the physical development of the State;
(b)
formulating the policy and general proposals in respect of the

development and use of land in the State, including the territorial waters of the State; and
(c)
containing such other matters as the Council may in any particular case deem necessary.
(3)
A draft structure plan shall contain or be accompanied by such diagrams, illustrations, and descriptive matter as the Director thinks appropriate for the purpose of explaining or illustrating the policies and proposals in the plan and the diagrams, illustrations, and descriptive matter shall be treated as forming part of the plan.
(4)
In the preparation of the draft structure plan, the Director shall seek the views of the Local Authorities and such other authorities or persons whose assistance or advice he considers necessary.
(5)
The Director may engage such person or persons as he may deem fit to assist him in the preparation of the draft structure plan.
